How is it possible for a country so poor to offer that much money to have someone killed. After so much violence and catastrophy (remember the earthquakes?) how is it possible for there to still be a population? Who are they fighting? Who's left? Is fighting all they have left to keep them going? Where's the hope?

Good observation. I think they use that anger to control people. It works. Look at nazi Germany.
anger is an amazing motivator.
